The Welsh Ministers, as the traffic authority for the relevant lengths of the London – Fishguard Trunk Road (A40), the St Clears – Pembroke Dock Trunk Road (A477) and the Haverfordwest – Milford Haven Trunk Road (A4076) (‘the trunk roads’), are satisfied that traffic in specified lengths of the trunk roads should be prohibited by reason of the likelihood of danger to the public arising from the transportation of abnormal indivisible loads.

The Welsh Ministers, therefore, in exercise of the powers conferred upon them by section 14(1) and (4) of the Road Traffic Regulation Act 1984( 1), make this Order.

Title, Interpretation and Commencement

1. This Order comes into force on 6 March 2017 and its title is The A40 Trunk Road (St Clears Roundabout, Carmarthenshire to Haverfordwest, Pembrokeshire), The A477 Trunk Road (St Clears Roundabout, Carmarthenshire to Pembroke Dock, Pembrokeshire) and The A4076 Trunk Road (Haverfordwest to Johnston, Pembrokeshire) (Temporary Prohibition of Vehicles) Order 2017.

2. —(1) In this Order:

‘exempted vehicle’(‘cerbyd esempt’) means any vehicle being used by the emergency services and in connection with the transportation of the abnormal indivisible loads giving rise to this Order;

‘the lengths of the trunk roads’(‘y darnau o'r cefnffyrdd’) means the lengths of the A40, A477 and A4076 trunk roads in the counties of Carmarthenshire and Pembrokeshire described in the Schedule to this Order;

‘transportation period’ (‘cyfnod y cludo’) means that period commencing at 00:01 hours on 6 March 2017 and ending when the movement of the abnormal indivisible loads has been completed.

(2) Any reference in this Order to a numbered article is a reference to the article bearing that number in this Order.

Prohibition

3. No person shall, during the transportation period, drive or cause or permit any vehicle, other than an exempted vehicle, to proceed in the lengths of the trunk roads described in the Schedule to this Order.
