The Welsh Ministers, being the traffic authority for the relevant length of the Chester – Bangor Trunk Road (A55) (‘the trunk road’), are satisfied that traffic in specified lengths of the trunk road should be prohibited because of works proposed on or near the road.
The Welsh Ministers, therefore, in exercise of the powers conferred upon them by section 14(1) and (4) of the Road Traffic Regulation Act 1984( 1), make this Order.
Title, Interpretation and Commencement
1. This Order comes into force on 14 February 2017 and its title is The A55 Trunk Road (Eastbound Carriageway between Junction 33 (Northop) & Junction 33b (Ewloe), Flintshire) (Temporary Prohibition of Vehicles, Cyclists & Pedestrians) Order 2017.
2.—(1) In this Order:
‘exempted vehicle’(‘cerbyd esempt’) means any vehicle being used by the emergency services and in connection with the works giving rise to this Order;
‘the length(s) of the trunk road’(‘y darn(au) o'r gefnffordd’) means:
i. the length of the eastbound carriageway of the trunk road in the County of Flintshire that extends from the nosing of the eastbound exit slip road at Junction 33 (Northop) to the nosing of the eastbound entry slip road at Junction 33b (Ewloe);
ii. the entire lengths of the eastbound entry slip roads at Junction 33 (Northop) and Junction 33a (Northop Hall);
iii. the entire length of the eastbound exit slip road at Junction 33a (Northop Hall);
‘works period’(‘cyfnod y gwaith’) means that period commencing at 20:00 hours on 14 February 2017 and ending when the temporary traffic signs are permanently removed.
(2) Any reference in this Order to a numbered article is a reference to the article bearing that number in this Order.
Prohibitions
3. No person shall, during the works period, drive or cause or permit any vehicle, other than an exempted vehicle, to proceed in the lengths of the trunk road.
4. No person shall, during the works period, ride or cause to be ridden any pedal cycle in the lengths of the trunk road.
5. No pedestrian shall, during the works period, proceed in the lengths of the trunk road.
