The AES Awards for 2002 were announced at a
plenary session on the final day of the conference.
This year only two awards were made out of the five
for which nominations were called, though a further
five evaluations were highly commended.
THE AWARDS CATEGORIES
ET&S Award
This award is in recognition of a
person who has contributed
outstandingly to the profession. ET&S
stands for Evaluation Training and
Service and since its inception has
been sponsored by Associate
Professor Anona Armstrong, a
founding member of the AES.
Caulley-Tulloch Prize for
Pioneering Literature in Evaluation
This award is sponsored and funded
by an endowment from Dr Darrel
Caulley to celebrate all pioneers.
Award for Best Evaluation Study
The aim of this award is to recognise
and promote evaluation. It is
awarded to an individual or team that
has conducted an evaluation study
that has made, or has the potential to
make, a significant contribution to
the practice and/or use of evaluation
in Australasia.
Award for Evaluation Policies,
Systems, Frameworks and/or
Methodologies
This award is open to any individual
or team that has provided leadership
and/or innovation with respect to the
practice and/or use of evaluation in
Australasia. Its scope is wide and
could include programs, products,
services, personnel, management
strategies and other initiatives.
Award for Best Evaluation in
Community Development Involving
Youth
The aim of this award, sponsored by
the Foundation for Young Australians,
is to encourage evaluations that
contribute to community
development and that involve youth
participation in the design and/or
conduct of the evaluation.

AES Awards for 2002
The ETS Award
The ET&S Award was presented to Dr Patricia
Rogers of the Collaborative Institute for
Research, Consulting and Learning in Evaluation
(CIRCLE) at RMIT University, Melbourne, for her
conceptual contribution across five areas of
evaluation, notably in the application of program
theory to public sector monitoring and evaluation.
She (along with colleagues Jerome Winston and
Gary Hough) developed a framework that shows
how the processes of evaluation influence formal
policy making and political decisions.
Her practical work includes evaluations of
educational programs, maternal and child health
initiatives, in the agricultural and retail sectors, and
even in the chemical industry. Her earlier work
concentrated on the social indicators of workforce
and demographic statistics. Her workshops have
always been highly acclaimed. Patricia has quietly
made an enormously thoughtful, surprisingly
extensive and very solid contribution to the
evaluation field in Australia and New Zealand and
has recently expanded her contribution
internationally.
Award for Best Evaluation Study
In a hotly contested field, the Best Evaluation Study
Award went to the team from ARTD Consultants
(principal researchers Chris Milne and Marie
Delaney, with Klas Johansson and Marita
Merlene) for the evaluation of the One2One Pilot
Program, Mentoring Project for Young Offenders,
for the NSW Government (Department of Juvenile
Justice and the Crime Prevention Division of the
Attorney-General’s Department). This evaluation of
a pilot program targeting young offenders was a
responsive and innovative study in a sensitive policy
area. Their outcomes were different from the
expectations of the stakeholders and the evaluation
process played a crucial role in guiding the
management of the study.
