The Secretary of State for Children, Schools and Families makes the following Regulations in exercise of the power conferred by section 1(3) of the Childcare Act 20061:

EXPLANATORY NOTE

(This note is not part of the Regulations)

Section 1(1) of the Childcare Act 2006 (“the Act”) places a duty on an English local authority to improve the well-being of, and reduce inequalities between, young children in the authority’s area. The Local Authority Targets (Well-Being of Young Children) Regulations 2007 ( S.I. 2007/1415) (“the principal Regulations”) set out the process to be followed by the Secretary of State in setting targets under section 1(3) of the Act in connection with that duty.
