The Police Authorities (Best Value) Performance Indicators Order 2004

Laid before Parliament 11th March 2004

Coming into force 1st April 2004

The Secretary of State, in exercise of the powers conferred upon him by section 4(1)(a) of the Local Government Act 19991(having regard to the definition in section 1(1)(d)), and having consulted, in accordance with section 4(3) of that Act, persons appearing to him to represent police authorities and such other persons as he thought fit, hereby makes the following Order:

S-1 Citation and commencement

1. This Order may be cited as the Police Authorities (Best Value) Performance Indicators Order 2004 and shall come into force on 1st April 2004.

S-2 Performance indicators

Performance indicators

2. The performance indicators by reference to which the performance of each police authority in England and Wales can be measured in exercising their functions are hereby specified in—

(a) Schedule 1 (citizen focus);

(b) Schedule 2 (reducing crime);

(c) Schedule 3 (investigating crime);

(d) Schedule 4 (promoting public safety); and

(e) Schedule 5 (resource use).

3. For article 2 of the Local Government (Best Value) Performance Indicators and Performance Standards Order 20032there is substituted the following article—

2. This Order applies—

(a) in relation to England, to all best value authorities except authorities falling within section 1(1)(d) of the Act (police authorities); and

(b) in relation to Wales, only to authorities falling within section 1(1)(e) of the Act (fire authorities).”

4.—(1) The following Orders are hereby revoked—

(a)

(a) the Police Authorities (Best Value) Performance Indicators Order 20033; and

(b)

(b) the Police Authorities (Best Value) Performance Indicators (Amendment) Order 20034.

CITIZEN FOCUS

Indicator number

Description of Indicator

1

Satisfaction of victims of domestic burglary, violent crime, vehicle crime and road traffic collisions with respect to—

(a) making contact with the police;

(b) action taken by the police;

(c) being kept informed of progress;

(d) their treatment by staff; and

(e) the overall service provided.

2

(a) Using the British Crime Survey, the percentage of people who think their local police do a good job.

(a) Satisfaction of victims of racist incidents with respect to the overall service provided.

(b) From 1(e), comparison of satisfaction for white users and users from visible minority ethnic groups with respect to the overall service provided.

(c) Percentage of PACE stop/searches which lead to arrest by ethnicity of the person stopped.

(d) Comparison of percentage detected of violence against the person offences by ethnicity of the victim.
