THE REGIONALISATION OF THE FIGHT
AGAINST CORRUPTION IN ITALY*

1. INTRODUCTION
e idea of regionalisation of the  ght against corr uption is the result of studies and
research carried out in a national and European context. Given the emergence in
Italy of strong tendencies toward corruption by regional bodies we have considered
that the strategies of st ruggle can and should also be undertaken on a capillar y level
within the reg ional area (with obvious extensions to provincial and municipa l level).
i s sort of strategy is necessar y to analyse two objective facts about the pol itical and
scienti c question. Concerning the  rst point, it is clear that the decision-making
centres of the  ght against corr uption at the national level, as well as environments
that work close to them, do not know the regional d imension, and so they resolve the
question with camou age operations in order to mask t he lack of scienti c basis to
their control strategies. Concerning the second aspect, the theor y of regionalisation
not only works independently (as they would be organs and people of the territory
to operate) but it wil l create sy nchronisat ion with t he national decision-mak ing
centres in order to work in symbiosis.  e rst important step is the prepar ation of a
Regional Anti-Corrupt ion Plan (PRA).  e experiences matured in t he  eld in recent
years have allowed us to improve IPM techniques, ma king them more suitable to the
multifaceted real ity of corruption.  e PRA, which is coordinated at the reg ional level
should be carried out in the territory with involvement in provincial and municipal
levels.  e goals that we intend to reach are very simple: a) to promote public ethics
through the dissemination of prevention activit ies and train ing plans; b) to verify
the status of the loca l public administration, supporting the activities of super vision
and control carried out by regional structu res; and c) establish a framework for the
creation of programmatic and operational prevention and punishment strategies in
respect of corruption. Obviously it wi ll be necessary to introduce cer tain organs with
speci c funct ions, as is discussed below.
