The Test Valley (Electoral Changes) Order 2019
Made 7th February 2019
Coming into force in accordance with article 1(2) to (4)
Under section 92(2) of the Local Government and Public Involvement in Health Act 2007, Test Valley Borough Council (“the Council”) made recommendations in a review to the Local Government Boundary Commission for Englandfor the related alteration of the boundaries of district wards and county electoral divisions within the Council’s area.
The Local Government Boundary Commission for England has decided to give effect to the recommendations and makes the following Order in exercise of the power conferred by section 92(3) of that Act.

Citation and commencementCitation and commencement
1.—(1) This Order may be cited as the Test Valley (Electoral Changes) Order 2019.
(2) This article and article 2 come into force on the day after the day on which this Order is made.
(3) Article 3 comes into force—
(a)
(a) for the purpose of proceedings preliminary or relating to the election of councillors, on the day after the day on which this Order is made;
(b)
(b) for all other purposes, on the ordinary day of election of councillors in Englandin 2019.
(4) Article 4 comes into force—
(a)
(a) for the purpose of proceedings preliminary or relating to the election of councillors, on the day after the day on which this Order is made;
(b)
(b) for all other purposes, on the ordinary day of election of councillors in England in 2021.
Interpretation
2.—(1) In this Order—
“the Council’s Order” means the Test Valley (Reorganisation of Community Governance) Order 2018;
“the map” means the map marked “Map referred to in the Test Valley (Electoral Changes) Order 2019”, held by the Local Government Boundary Commission for England.
(2) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it is to be treated as running along the centre line of the feature.

Alteration of borough ward boundariesAlteration of borough ward boundaries
3.—(1) Each area that ceases to be part of the parish listed in the first column of the table in Schedule 1 and becomes part of the parish listed in the corresponding entry in the second column of that table, in consequence of the Council’s Order ceases to be part of the borough ward listed in the corresponding entry in the third column of that table and becomes part of the borough ward listed in the corresponding entry in the fourth column of that table.
(2) In further consequence of the Council’s Order—
(a)
(a) the area that ceases to be part of Millway parish ward in the parish of Andover and becomes part of Winton parish ward in that parish ceases to be part of Andover Millway borough ward and becomes part of Andover Winton borough ward;
(b)
(b) the area marked “D” on Sheet 1 of the map ceases to be part of Anna borough ward and becomes part of Andover Millway borough ward;
(c)
(c) the area marked “WW” on Sheet 2 of the map ceases to be part of Ampfield & Braishfield borough ward and becomes part of Romsey Tadburn borough ward.

4.—(1) Each area that ceases to be part of the parish listed in the first column of the table in Schedule 2 and becomes part of the parish listed in the corresponding entry in the second column of that table, in consequence of the Council’s Order ceases to be part of the electoral division listed in the corresponding entry in the third column of that table and becomes part of the electoral division listed in the corresponding entry in the fourth column of that table.
(2) In further consequence of the Council’s Order, the area marked “GG” on Sheet 3 of the map ceases to be part of the Baddesley electoral division and becomes part of the Romsey Rural electoral division.
