norms
applicable
in
armed
conflicts
were
one
of
three
main
concerns
of
the
Independent
Commission
on
International
Humanitarian
Issues.
This
book
comprises
a
report
by
Mohammed
Bedjaoui,
studies
by
six
well-known
experts,
and
some
relevant
basic
texts.
Assessing
the
present
law
of
armed
con-
flicts,
the
report
considers
that
it
has
two
gaps:
on
the
one
hand,
it
does
not
provide
a
non-
controversial
answer
to
the
use
of
mass
destruc-
tion
weapons;
on
the
other,
it
does
not
extend
to
situations
of
internal
strife
which,
though
not
armed
conflicts,
should
be
covered
by
a
set
of
clear
minimum
rules.
The
law
of
armed
conflicts
also
has
two
major
defects,
namely
the
great
complexity
of
its
rules
and
the
need
for
States’
consent
for
many
of
its
provisions
to
be
applied.
The
report
concludes
that
priority
should
not
be
given
to
further
codification
and
development
but
to
action
aimed
at
a
better
application
of
the
law
as
it
stands.
First,
an
increase
of
dissemination
efforts,
inter
alia,
to
make
rules
simpler
and
more
readable.
Second,
a
greater
emphasis
on
the
collective
responsibil-
ity
of
all
States
for
the
observance
of
the
law
in
every
situation
of
conflict.

The
first
part
is
devoted
to
the
nature
of
humanitarian
law
and

in

authors
trace
the
development
of
humanitarian
ideas
in
numerous
ideologies,
religions
and
cultural
tra-
ditions,
giving
emphasis
to
their
common
denominators:
the
code
of
honour
of warriors
in
pre-colonial
Africa,
humanitarian
concepts
in
Shintoism,
Buddhism,
Confucianism,
Islam,
the
Christian
doctrine
of
charity
and
fraternity
in
Western
Europe
and
Latin
America,
and
the
Marxist
approach
towards
international
humanitarian
law.
The
second
part
of
the
book
deals
with
the
evolution of
humanitarian
thought
through
the
ages,
up
to
the
time
of
its
codification.
The
roles
of
Henry
Dunant,
Francis
Lieber
and
Frederic
de Martens
are
particularly
emphasized
as
they
contributed
’to
formulate
the
inspiration,
theory
and
content
of
the
humanitarian
law
of
which
our
century
is
the
heir’.
The
third
part
consists
of
a
series
of
studies
of
various
aspects
of the
law
of
armed
conflicts.
The
fourth
part
deals
with
the
implementation
of
international
humanitarian
law
and
the
obligations
of
States
with
regard
to
repression
of
breaches
of
the
laws
and
customs
of
war.
In
these
comributions,
apart
from
their
analyses
of
legal
provisions,
one
can
find
a
common
concern
to
show
the
progress
made
in
protecting
the
victims
of
armed
conflicts.
But
as
an
instrument
of
fundamental
importance
for
the
teaching
of
international
humanitarian
law,
the
work
is
more
than
a
series
of
detailed
analyses
of
the
specific
provisions
of
that
law.
It
encourages
reflection
on
the
nature
and
future
of
humanitarian
law
as
well.

Peace
Conference
at
Aland,
each
conflict
yearbook
provides
analytical
chapters
on
the
causes
and
ramifications
of
a
limited
number
of
conflicts
in
addition
to
empirical
sections
providing
background
data
on
all
major
conflicts.
The
250-300
page
conflict
yearbooks
constitute
a
bold
and
ambitious
iniative
within
an
Interna-
tional
Red
Cross
Movement
which
has
orientated
itself
towards
progressive
stands
within
the
world
of
peace
and
conflict
studies.
