1. AFRICAN UNION AU
A Meeting of Ministers of Justice and Attorneys General on Legal Matters, wa s held
in K igali, Rwanda from 3– 4 November 20 08, at w hich the Dra Statute of the AU
Commission on Inter national Law, the Dra A frican Charter on Statistics as well as
the St udy on the Harmonisation of Ratication Procedures in Member States were
considered.
AU Ministers in cha rge of forced displacement issues, met from 10–11 November
in Addis Ababa, Ethiopia, in preparat ion for the Special Summit on Refugees,
Returnees and Interna lly Displaced Persons in Africa, which is to be held in April
2009 in Kampala, Uganda. A s part of this meeting, the Dra Convention on the
Protection and Assistance of Internal ly Displaced Persons was considered, amended
and adopted.
e Peace a nd Security C ouncil of the AU adopted dec isions on the Situation in
Somalia ,1 the Eastern Part of the Democratic Republic of Congo (DRC),2 the Islam ic
Republic of Mauritania 3 and Guinea Bissau4 at its 163rd Meeting on 22 December
2008. It also adopted a de cision on the situation in the Republic of Guinea at its 165th
Meeting held on 29 December 2008, following the coup d’ état that oc curred in t hat
country on 24 December 2008.5 In this document, the Council reiterated its ea rlier
condemnation of the coup, demanded a return to constitutiona l order and decided to
suspend Gui nea’s par ticipation in t he activities of the AU. In addition, the Council
also rearmed its determination to take, ‘in due course, all other measures prescribed
in the Lomé Declarat ion to accelerate the return to constitutional order’.
A two-day meeting for Ang lophone and Lusaphone AU member States was held
in Johannesburg, South Africa from 1–2 December and another in Cairo, Egypt, from
