Inter-American Convention to Prevent and Punish
Torture:
with the
ratification of the Convention by Argentina, Brazil, Chile
and
Paraguay, the
number
of
parties to this Convention has reached 8.
Additional Protocol to the American Convention on Human Rights in the
Area
of
Economic, Social and Cultural Rights (Protocol
of
San Salvador): no
State has so far ratified this protocol.

Court
of
Human
Rights

Panama
recognized the jurisdiction of the
Court
in 1990. On ratifying
the
American Convention on Human Rights, Chile also recognized
the
Court's jurisdiction
under
Article 62. This recognition was made for
violations committed after the date of deposit of
the
instrument of
ratification (21 August 1990), except for those existing after that datewhich
"began to be perpetrated" before 11 March 1990. In this manner, the Court
will
not
be competent to handle cases concerning disappearances in Chile
during
the
military regime. With these last two States, the numberof States
which have accepted the Court's contentious jurisdiction has reached 12.

The
Inter-American Commission on Human Rights has sentthree cases
to the Court. Two of
them
are
against the Republic of Suriname and
one
against Peru. In
the
first two cases, Nos. 10.150
and
10.274, the Commission
found
that
Suriname had violated the human rights of Daison, Dedemanu
and
Mikuwendje Aloeboetoe, John Amoida, Richenel Voola (alias
Ameiknbuka Aside), Martin Indisie Banai
and
Beri
Tapia
(first case)
and
of Asok Gangaram Panday (second case), protected by Articles
1,2,4(1),
5(1),5(2),7(1),7(2),7(3),25(1)
and 25(2) of the American Convention. In
