1. AFRICAN UNION AU
e 13th AU Summit took place in Sir te, Libya from 24 June – 3 July 2009 on the
theme ‘Investing in Agriculture for Economic Growth a nd Food Security.’ As part of
the Summit, the Execut ive Council and the Assembly of the AU met from 28–30 June
2009 and 1–3 July 2009, respectively.
In its Decision on the Twenty Sixt h Activity Report of the African Commission
on Huma n and Peoples’ Rights,1 the E xecutive Council authorised the publication
of the Af rican Commission’s 26th Activit y Report. It fur ther invited States to review
the Report and to communicate ‘i n a timely manner’, t heir comments thereto to t he
African C ommission on Human and Peoples’ Rights (the African Commission). e
Council also requested that the Afric an Commission nalise their Rules of Procedure
and reiterated an earlier reque st that it identify ways of overcoming ‘nancial a nd
human resource shortcomings’, which impede the functioning of the communications
mechanism.2
In its Decision on the Durba n Rev iew Conference Relating to the Evaluation
of the World C onference Against Racism, Racial Discrimination, Xenophobia and
Related Intolerance, 3 the Execut ive Council reiterated the commitment of Africa to
‘continue to prevent, combat and eliminate racism, racial discrim ination, xenophobia
and related intolerance’. It further appealed to member States of the AU to ‘implement
all the commitments emanating from the international and regional conferences’, and
to ‘formulate national policies a nd plans of act ion to prevent, combat and eliminate
racism, racial di scrimination, xenophobia and related intolerance.’
