ccxxv.
An Act to make further provision
in
regard to the water
*.D.
-
1899.
supply of the Borough of Warrington and to improve
the local government of that town. [9th August 1899.1
HEREAS
the borough of Warrington is under the management
and local government of the mayor aldermen and burgesses
of the borough who acting by the council are the council
of
the
urban district which comprises the borough
:
And whereas the Acts and Provisional Orders which me set forth
in the First Schedule hereto are
in
force in the borough and each
of such Acts and Orders is herein-after referred to as the Act or
Order
of
the year
in
which the same was passed
or
confirmed
:
And whereas tlie Corporation under the Act of
1877
ad the Act
of
1879
as amended and altered by the Order of
1896
are theowners
of
the gasworks supplying
gas
to the borough and its vicinity and
it
is
expedient that tlie provisions of the said Acts and Order should
in certain respects be amended
:
And
whereas under tho Act of
1890
as amended and altered
by the Order
of
1896
the Corporatiou are also
the
owners of the
waterworks which supply water throughout the borough and
adjoining districts but such supply is inadequate to meet the
present and growing demands
of
the inhabitants and it
is
expedient
that
the Corporation be empowered
to
make and maintain the
additional
works
by this Act authorised
:
And whereas
it
is expedient that further provision should
be
made with reference ta streets buildings and sewers within the
borough and
that
the powers of the Corporation in relation to health
local
government and improvement
of
tbe borough
should
be
enlarged
:
And whereas
it
is expedient that further provision should be
made for the improvement of the hospital within the borough and
for
preventing the spread of infectious diseases
:

And whereas it is expedient that the Corporation be empowered
to acquire lands for the several purposes wliicli are herein-after
more pai%iculitrly described
:
And
whereas
under or by virtue
of

Consistory Court
of
the
Lord
Bishop
of
Clicstcr and

the
twenty- sixth day
of
April

and
ninety-

a
portion of the graveyard adjoining the church
of
St. James
in the borough is intended to be made
to
form part of
it
strcet
known
as
Wilderspool Causeway
and
it
is
desirable that the Corporation
should be authorised
to
acquire the disused burial ground
in
St.
James’
Street in the horougli belonging
to
the said cliiircli of
St.
Janies
in
order to widen and improve
St.
James’ Street aforesaid
and
for other purposes
:
And
wlicreas it is expedient that the Corporation should be
empo werecl
to
execute the street improvcments and street iviclcnings
in this Act mentioned
:
And
whereas
it
would be to the
benefit
of
the inliabitants
of
the
borough that the Corporation
sliould
bo
empowered
to
purchase
lands as
a
site
for
a
technical institute and to erect suitable
buildings thereon
:
And
whereas
it
is
expedient
that
the Corporation shoalcl be
empowered
to
borrow money for the several works
mid
pnrposes by
tliis Act authorised
:
And whereas it
is
expedient that
a
fund
bc establislied

the
encourngctnent
of
thrift among certain
of
tlic
officers
ancl
servants
of‘
the Corporation and that tlic Corporation
lie
empowered
to
subscribe
or
contribute
to
such fund and that other provisions should be
made

thousand eight hundred and ninety-nine after ten clear days' notice
by public advertisement of such meeting and
of
the purpose thereof
in
tlic M7arrington Examiner
a
local newspaper publislied and
circulating in the borough such notice being in additim
to
tho
ordinary notices required
for
summoning such meeting passed a
resolution in favour of the proniotioii of
a
Bill
for
this Act
:
And wherlas
such
resolution was published twice in the
Warrington Guardian
a
local newspaper published
and
cir-
culating in the borough
aiid
has
received the appro~al
of
the
Local Government
Hoard
:

whereas the propriety
of
the promotion
of
the 1311 for this
Act
was
confirmed by an absolute majority
of
the whole iiumber
of
the town council at
a
further special meeting held in pursuance
of
a
similar notice
on
the twenty-eighth day
of
Mardl one thousand
eight hundred aiid ninety-nine being not less than f'ourtecw days
after
the deposit
of
the Bill for this Act in Parliament
and
at
such
meeting it
was
further resolved that

charged on the improvement
