INTRODUCTION
To coincide with this special issue of the
Journal, this review will begin by consider-
ing some websites that arc particularly rele-
vant to the draft Financial Services and
Markets Bill.
A brief review of key websites relating
to Securities and Derivatives Exchanges
around the world will then be carried out.
A small directory, giving details of key
websites considered in this and previous
papers, is set out in Table 1 on the follow-
ing page.
FINANCIAL SERVICES AND MARKETS
BILL
Copies of the draft Bill and Consultation
document can be downloaded from the
HM Treasury website at http://www.hm-
treasury.gov.uk. The document has been
converted into PDF using an optical read-
ing program, and the Treasury site includes
a facility to enable a reader to read PDF
files to be downloaded, if required.
The document is published in three
parts:
Part One is a general overview of the key
aspects of the proposed Financial Regu-
latory Reform, including a Foreword by
the Chancellor of the Exchequer
Part Two is a draft text of the Bill
Part Three contains a draft of the
explanatory notes on the draft Bill,
together with a draft of the Regulatory
Impact Assessment.
The official public consultation period on
the Bill expired on 30th October 1998,
although, interestingly it was possible to
send comments on the Bill via e-mail to
the Regulatory Reform Team, HM Treas-
ury at fsm.bill@hm-treasury.gov.uk.
In addition to providing details of the
Bill, the Treasury's Internet pages also
provide a link to the CCTA Muscat
Search Facility which indexes publications
and materials published at all UK Gov-
ernment Internet sites, including new
releases. The search facility is very easy
to use, one simply types in the area of
interest. For example, for those interested
in the background to the Financial Ser-
vices and Markets Bill, copies of the fol-
lowing can be obtained from the search
facility:
the text of the Chancellor's statement
to the House of Commons (20th May,
1997) on reform of financial regulation,
together with a copy of his letter to Sir
Andrew Large of the same date
HM Treasury news release (6th May,
1998),
'New powers for the financial
regulator', which provides a useful
summary of Government announce-
ments on financial services reform over
the preceding 12 months
'A new regulator for the new millen-
nium' (1st June, 1998) a copy of
Alistair Darling's speech to the FSA's
European conference
