WELCOME ADDRESS

Mr President of the Court of Justice , Mr Vice President of the European Commission,
Authorities, Ladies a nd Gentlemen,
as Rector of the hosting Institution and President of the Opening S ession of this
Conference, I am honoured to open the Conference and convey my welcome to al l of
the participants .
I would like at the outset to th ank the Italian Presidency, here represented by the Head
of Cabinet of the Minist ry of Justice, for choosing LUISS as a scienti c part ner for this
meeting. LUISS was delig hted to accept this challenging opport unity, not least given
our longstanding conviction that international academic debate is crucial, and our
policy of promoting init iatives such as this one, which seek to explore new avenues of
interest.
I will leave the role of di scussing the  ner details of this meeting to t he many
prestigious speakers who wi ll follow, and instead draw attention to two speci c points.
Firstly, this conference marks t he beginning of a long journey, which will procee d
with the conferences envis aged to take place in Latvia and Lu xembourg over the next
few months and which have as their com mon thread the role that the Court of Justice
of the EU has played in creating an Area of Freedom, Security and Justice.  is rst
meeting of what wil l be a Trio Conference, represents the  rst step in satisfy ing the
desire to o er an acc urate summary of the work carr ied out by the Italian Presidency
along with its Lat vian and Luxembourg partners. I consider t he fact that such a
process is start ing here at LUISS to be a great honour, and I have no doubt that the
challenges ahead up to September 2015 will be both absorbing and rewarding.  e
presence of President Skouris and Vice President Timmermans emblematically
demonstrates the semina l nature of this Conference. In this re spect, therefore, I would
like to express a feeling of sat isfaction on behalf of all those who, in va rious capacities,
have worked over the past few months to bring about the Trio Conference.
e second point I would like to touch upon refers more speci cally to the subject
of today’s meeting. As suggested by its tit le, the Conference wil l revolve around the
competences of the Court of Justice i n the Area of Freedom, Security and Justice. At
the same time, t hough, great attention wi ll be paid to the new issues arising from
