Decision
The Authority has decided that it cannot properly form an opinion
on the approval of this Change Proposal and requests that the Panel
either: revises and resubmits the Final Report2; or considers
whether other tools (e.g. introduction of an Alternative Performance
Indicator (API) and/or reform of the Market Performance
Framework (MPF)) could be more effective to improve this aspect of
data quality.

We cannot properly form an opinion on the approval of this Change Proposal.
The issue this Change Proposal seeks to address essentially appears to be one of
potentially poor data quality in relation to premises that have been recorded as Vacant
for a substantive period of time.
Poor data quality continues to be a key market friction that is impeding the business
retail market from working more effectively and delivering improved outcomes for
customers, society and the environment. Poor quality data therefore requires
resolution as a priority.
Reform of the Market Performance Framework (MPF) has great potential to strengthen
incentives on Trading Parties to improve and maintain good quality customer,
consumption and asset data and we are strongly supportive of this programme of
work. Additionally, we support more immediate steps by MOSL and the Market
Performance Committee (MPC) to explore a more holistic approach to monitoring
Trading Party Performance moving away from a pure reliance on current MPF
