The general response was disappointing, in terms of numbers
(18
entries), but
more seriously in terms of standard.
Too
many entrants wrote with little or no
acknowledgement of the range of data and published materials relevant to a topic
of this kind. Some interpreted 'government' to mean only Whitehall or some
aspect of it, while several others seized on the new information and
communications technologies as major engines of change, but then treated these
in a superficial manner, making little allowance for the social context and power
structure into which such developments are likely to be absorbed.
There were, however, some essays of merit. We are unanimously agreed that
the first prize should be awarded to essay
No.14
by 'Hercules'. We believe it to be
imaginative and coherently developed.
We recommend that the second prize should go to essay
No.12
by
'Chestertonian', one of the most original and provocative entries.
In the light of the criteria set out in the rules for the competition, and the
considerations referred to in the first paragraph above, we did not feel the third
prize should be awarded.
