total annual value
of
our overseas trade, import and export,

well over
a
thousand million pounds sterling. The correspond-
ing figure
of
our coastwise trade does not seem to be available, but
the tonnage
of
coasting vessels, arrived and departed, in Great
Rritain is shown
as
something like three-quarters
of
the figure for
ocean shipping.
All
these ships,
all
these cargoes, need the facilities
and the services
of
our
British
Ports.
It
may well be expected that
the administration
of
the undertakings which handle these vast
transactions should be
a
matter of concern
to
the State.

Ports
and Port. Authorities may be classified
in
various ways.
In the Appendix to this paper the several
Ports,
as
known to the
Customs and to the

Annual Statement
of
Trade
of
the United
Kingdom," have been grouped into four classes according to the
volume
of
their trade: over
m.10;
from
AM.2-10;
from
fli-2;
and less than
m.*.l
The Appendix
shows
that of
a
total trade
of
LM.1,300,
well
over
m.500
passed through the Port
of
London and approximately
m.300
through
the
Port
of
Liverpool; these
two
and the other
dozen
ports
in Class
I
handled between them over

sixteen
ports
in
Class
I1
handled
a
further

while
the
remaining
seventy-three ports in Classes
I11
and IV dealt with
