In
the
years
since
World
War
II
the
administrative
internship
in
the
United
States
has
grown
so
rapidly
that
today
it is
consi-
dered
as a
highly
important
phase
and
a
vital
ingredient
in
the
education
of
the
future
career
administrator
in
public
service.
Administrators
cannot
be
improvised;
each
generation
must
grow
its
own
-
and
gradually.
As
one
of
the
several
steps
in
this
process,
the
administrative
internship
aims
today
at
the
development
of
administrative
maturity
and
skills
by
introducing
the
student
to
the
living
structure
of
government
and
to
the
realities of
administrative
situations.
It
is a
movement
toward
the
«
living-scene
»
whether
the
scene
is on
the
municipal,
county,
state
or
federal
level.
The
internship
is
the
concrete
common
ground
where
students
of
administration,
practicing
administrators
and
professional
specialists meet.
The
heart
of
the
program
is
direct
participation
in
the
actual
work
of
governmental
agencies,
suitable
to
the
particular
interests
and
background
of
each
student.
The
objec-
tive is
the
development
of
certain
technical
competences
and
methods
of
handling
complex
accumulations
of
facts
from
which
conclusions
may
be
reached
through
scientific
treatment.
The
main
concept
is
learning-by-doing.
This
is
achieved
by
placing
the
student
in
selected
administrative
assignments
under
careful
supervision,
The
difficulty
which
the
intern
encounters
here
is
found
in his
approach
to
these
tasks.
Unless
he is
careful
neither
to be
merely
descriptive
in his
outlook
on
organizational
