This document assembles all the statistical data and detailed analysis relevant to the French Civil
Service. It is intended for the general public and specialists in the functioning of central government
alike and this report for the period 2001–02, together with its diagrams and comprehensive tables,
provides all the information needed for an understanding of the evolution of the Civil Service year on
year. It accordingly covers a variety of subjects from recruitment to retirement via equal treatment of
men and women, training, hours of work and trade union activity. It also sets out the major issues to
be confronted in the years to come, in particular with regard to the renewal of Civil Service staffing,
the current staffing situation and the expected substantial increase in retirement rates.

Providing a region with high output infrastructure and networks (digital development) contributes to
its economic development by maintaining employment and creating a favourable environment for
new businesses. These networks in fact constitute an aspect of increased competitiveness for busi-
ness as a whole and an opportunity for individuals to gain access to new services. Their introduction
is largely dependent on the will of local communities. It lies at the heart of regional planning for which
these organizations have responsibility. These community organizations thus have a central role in
regional digital development. This book sets out the principal current statutory and regulatory provi-
sions. The technological aspect is only considered in terms of its consequences for regulation and at
the level of community involvement. In addition, it provides an opportunity to set out methodological
recommendations within the framework of the support for projects provided by the Caisse des
Dépôts et Consignations (Deposit and Consignment Office – CDC). It also summarizes the process of
implementation as a whole, offering a learning resource for local authorities.

France is currently the leading European state in terms of the growth in air traffic, which is predicted
to double by 2015. The effectiveness of air traffic control has thus acquired particular importance,
especially for economic players in the sector and for users. The Cour des Comptes (Court of Auditors)
has therefore decided to inspect the public service responsible for this mission. In this report, the
Court states that the administrative organization of air traffic control remains complex and its finan-
cial structure is inadequate. It notes that unification of European air traffic control could reverse this
situation. The Court also stresses the serious deficiencies which affect the functioning of authorities
responsible for air traffic control. It states that structural changes bringing civil and military air traffic
control closer together appear to be a possibility. It criticizes the absence of a plan or a strategy in the
area of investment as well as shortcomings in the organization of public tendering and management
of the markets. The Court observes and criticizes inadequacies in staffing policies and notes the sharp
rise in expenditure on staff. In conclusion, the Court calls for remedial steps to be taken in order to
secure the future of a public service which contributes, through its performance, to the safety and reli-
ability of air traffic.

The focus of research in this study is centred on the impact of economic integration of developing
counties and especially on the poor people living in these countries. Three main findings are set out:
(1) developing countries are service- and manufacturing-oriented – an integration which has gener-
ally supported poverty reduction; (2) inclusion across countries and within them is essential – e.g. a
need to help the failed states, such as Afghanistan or the Democratic Republic of the Congo; and (3)
a need for respecting diversity in international agreements, to avoid forced homogenization or stan-
dardization. Finally, the study summarizes that the rich countries can do much, both through aid and
trade policies, to help the currently marginalized countries onto the path of integration.

state of Switzerland and its cantons to react in the event of an economic crisis. In order to provide a
greater understanding the public finance of this country, the author endeavours to explain the parlia-
mentary and administrative processes which have governed it for the past 30 years. This study
enables the reader better to see the practical aspect of instruments such as the Revenue or the
budget in a macro-economic context. The book would, however, not be complete if it simply con-
fined itself to a case study. Having completed the study, the author offers an account of its level of
