This is the sixth edition of Perspectives des technologies de l’information de l’OCDE
(Perspectives on OECD Information Technology) and it aims to provide member states
with a broad overview of short-term trends and perspectives in industries engaged in
information technology (it), together with an analysis of the growing economic and social
influence of it. This report also offers an insight into current developments in certain areas
of it and a description of policy trends in relation to it. The role of information and com-
munications technology (ict) in the economy, the globalization of the ict sector and the
intensity of electronic commerce are considered in the early chapters. Issues relating
to skills and employment in the ict sector are also examined. Technological trends and
digitalization are then addressed. Finally, policy relating to information and communica-
tions technology is reviewed. The principal trends and the increasing economic signifi-
cance of ict are identified as a conclusion to the study.

This collective endeavour is dedicated to Pierre De Celles, administrator and lecturer
in public management, and is the fruit of five years of productive cooperation between
partners in the International Cooperation Division of École Nationale d’Administration
Publique (National School of Public Administration) and those in the Didacthèque
internationale en management public (International School of Public Management), of
which he was the deviser and founder. This book thus assembles contributions from
authors within a French-speaking network in the field of public administration in Canada
and elsewhere in the world. The first part aims to provide a general discussion of the
teaching of public management. It offers an insight into the underlying ideas and didactic
experience of public management at the international level. The second part is a collection
of texts on teaching public management in public administration colleges. The third part
focuses on the role of women in administration. The fourth section addresses continuing
training and administrative reform. The authors have in mind the role of public manage-
ment in underpinning governance and in particular in the provision of an integrated pro-
