editor

National
Planning
Series,

volume

explains
the
conditions
that
led
to
the
need
for
and
comparative
success
of
development
planning
in
Israel.
The
joint
authors
show
that,
paradoxically,
national
planning,
with
contradictory
forces
that
partly
hinder
and
partly
encourage
it,
is
only
beginning.
As,
besides
other
factors,
the
Jewish
population
rose
from
700
thousand
in
1948
to
1.4
million
in
1951
and
over
2.2
million
in
1964,
and
economic
con-
ditions
depend
more
than
in
most
places
on
political
variables,
much
of
the
planning
has
been
pragmatic
and
in
the
form
of
single-facet
planning.

few
thought-provoking
tentative
hypotheses
for

research

This
introduction
to
the
national
government’s
role
in
the
American
economy
begins
with
a
brief
his-
torical
examination
of the
United
States
economy,
explaining
the
causes
of
the
expansion

activity.
It

policy,
fiscal
and
monetary
policy,
the
role

the
public
enterprise,

government-labour
relations.

chapters

gives

good
general
idea

the
forces
at
work,
including
the
political
parties,
interest
groups,
and
administrative
agencies.

is
intended

the

reader,
teacher,
or
student
interested
in
political-economic
relationships.

An
able
and
comprehensive
survey
of
the
eco-
nomic
relations
between
developed
and
developing
countries.
Aid
is
taken
in
its
broadest
sense
to
include
not
only
grants
and
loans,
but
also
private
investment
and
trade.
The
author
examines
the aid
given
by
Western
countries,
those
of
the
communist
bloc,
and
the
role
of
international
organizations,
especially
the
United
Nations
agencies.
In
spite
of
all
the
aid
and
investment
received
by
the
developing
countries,
the
results
are,
in
the
author’s
view,
rather
insignificant.
Between
1950
and
1960,
the
income
of
less
developed
countries
as
a
whole
increased
annually
by
4.4
per
cent,
but
the
population
rate
increased
much
faster.
Mr.
Arnold
concludes
with
a
comparison
between
Western
and
Eastern
technical
assistance,
criticizing
some
aspects
of
both
and
ex-
pressing
the
opinion
that
there
is
no
drastic
cure
for
underdevelopment.
