This 23rd edition of the Annuaire européen is dedicated to the problems of public adminis-
tration and artistic creation in Europe. As Jacques Bourdon emphasizes in his opening,
there are three questions underlying this study: should the administration open up to
artistic creation; can the administration open up to artistic creation; and, finally, can the
administration make a choice? After some preliminaries regarding the acceptance of the
terms ‘administration’ and ‘artistic’, Jean-Marie Pontier describes the problems under-
lying the question of the relationship between the administration and artistic creation: the
legitimacy of intervention of the public power in the matter of artistic creation, the
methods of such intervention and, last of all, its efficiency. The Annuaire, thus, brings
together case studies dealing with the relationship between the public administration and
artistic creation in European countries, based on the proposed set of questions. The picture
is completed by an overview of the institutional reality of the European Union.

This publication brings together the contributions of the experts who participated in the
project launched by the Romanian academic authorities to master and transfer the skills of
the Community Patrimony by and to the parties involved in the process of pre-membership

be of importance for the basic project. This trilingual French/English/Romanian edition
makes the reader aware of the realities of the countries involved in this programme. The
various partners seem to agree on the fact that it is impossible to adopt the Community
Patrimony without a clear understanding of the actual functioning of the European institu-
tions and the development of an expertise based on knowledge of models of democratic
construction. This programme and this publication have benefited from the support of the
TEMPUS programme and are the outcome of cooperation between the experts and the

In this 24th edition, the Annuaire européen takes a new step forward. The documentary
collection today contains some 20,000 pages of articles, discussions, chronicles and inven-
tories. It is an invaluable source relating to the European administrative world. This 24th
edition deals with the public administration and risk management. In his introduction,
Jean-Marie Pontier states that the contemporary world is entering an ‘era of risks’.
According to him, the adaptation of the administration to risks must be seen on two levels:
that of the institutions, in the creation of structures specializing in risk management, and
that of the instruments to be prepared and implemented to apprehend the risks, evaluate
them, and prevent them from materializing. The administration is, thus, confronted with a
challenge relating both to its efficiency and usefulness and its ability to answer questions
other than those it normally handles. This requires the administration to renew its methods,
revise its methods of action — in short, to adapt to the world of today. The Annuaire,
therefore, brings together experiences of risk management by the administrations of
various European countries. There is also a study of the Community administration and
risk management. Finally, chronicles of administrative life in Eastern and Western Europe
