The 1999 edition of the European Directory of Public Administration is both a study of the
status of religious worship and a chronicle of the administrative life of the European Union
and various European countries. The first part provides a number of articles on each of the
15 countries of western or central Europe listed here under the administrative regime
of religious worship, as well as a brief summary note. The second part is comprised of
chronicles relative to eight countries (Germany, Belgium, France, Great Britain, Greece,
Poland, Portugal, Switzerland), plus the European Union.

This book provides a summary account of the work carried out at the ‘Civil Servants’
seminar organized by the Paris School of Management. It includes the presentations and
debates during the 16 sessions of the seminar which provided an opportunity for
researchers and practitioners to meet. Mobility and human resources management are the
themes most frequently broached, generally on the basis of specific examples from
different sectors of government (army, post office, national education, telecommunica-
tions, hospitals, prefectures, etc.). Certain sessions include a more theoretical approach:

themes of mobility and human resources management are used as a means to question
changes in the public sector: from mobility to movement.

This number of the periodical Hérodote is devoted to the geopolitical question of defend-
ing language and the resurgence of regional nationalist movements in Europe at the same
time that the European Union is becoming stronger. It includes eight articles and an open
letter. Following the introductory article on regional nationalism in Europe, the classic
case of the Catalans and Basques are studied in the next three articles. The article by Paul
Tourret, going beyond the framework of the nationalist region, broaches Belgian and
Swiss linguistic fractures and political tensions. Celtia, ‘six countries, a single soul’, is the
subject of the next article. The last article looks at the relationship between language and
citizenship in Germany. To conclude, Hérodote publishes ‘Pristina’s letter’ to cast light on
the Kosovan case.

The Spanish Ministry of Public Administration, in cooperation with its National School
of Public Administration, is carrying out a campaign to consolidate the reform of local
autonomy and local government which is based on the well-known Local Pact. This report
provides a theoretical contribution to the responses to the raised problems. The report is
comprised of several essays which examine respectively: the origins of the Local Pact and
legislative amendments which have followed; the constitutional dimension in conflicts
centred on the defence of local autonomy; legislative amendments of the former regime;
transport and other public services (water management, for example); financial aspects;
relations between local institutions; political support of local administrative bodies and
new political practices at the local level.

Using the Telecom experience in France as a basis, the public service crisis is examined
here: the doubts, the sense and meaning of public service, changes in representation,
multiple expectations — all aspects of the crisis are analysed. The first part provides some
points of view on the public service crisis, including the conflict between the adaptation
to competition and the retention of its basic assignments. The central question of profit-
sharing is raised and falls on a privatization response. Telecom’s profitability for its collec-
tive users is thus replaced with profit for shareholders or user groups likely to be selected
by competition. The financial rationale dominates other structural elements, whereas
the communication industries ensure ‘essential social functions’. The contributions in the
second part provide a perspective on a possible re-composition in relation to the three main
actors: users, personnel and management; all framed by the state. To reinvent the public
service requires constructing a model that is not based on an old, obsolete order but which
takes into account elements other than strictly market-oriented ones. To re-think the public
service is to think about social users. To reinvent the public service (Part 3) also means
taking inspiration from other sources.

This volume seeks to bring some understanding to the relationship of meritocracy and eco-
nomic inequality in the United States. The original essays by luminaries in the economic,
social and biological sciences, confirm mounting evidence that the connection between
intelligence and inequality is surprisingly weak and demonstrates that targeted educational
and economic reforms can reduce the income gap and improve the country’s aggregate
productivity and economic well-being. It also offers an agenda of equal access to valuable
associations. Some of the specific conclusions drawn include the fact that schooling
improves occupational success in ways unrelated to cognitive ability; IQ is not a strong
independent predictor of economic success and people’s associations (their neighbour-
hoods, working groups and other social ties) significantly explain many of the observed
poverty traps.
