Now
that Britain
is
a
member
of
the
EEC
contact between specialists in
member countries will
be
greater than
ever.
To
assist those specialists who
have to conduct matters in
a
foreign
language, or look after visitors, the
International Institute for Legal and
Administrative Terminology in Berlin
is publishing
a
series
of
glossaries,
of
which the two above are recent
examples of the German/English type.
A
short introduction on the systems
of the two countries
is
followed
by
a
glossary arranged according to subject
matter, with German on the left and
English on the right. Distinctions are
shown between concepts and expres-
sions which are synonomous in the
two languages, those which can be
translated by
a
comparable expres-
sion, and those for which thcre are no
equivalents. Explanations are generally
kept to
a
minimum. Unfortunately,
the recent local government re-
organization in Britain came too late
to be treated
in
volume 14 other than
by brief reference, and hence the work
has
a
somewhat outdated look.

major work which take account
of
the
reorganization
of
local government, the
health services and water supply and
distribution. Other new developments
covered include the establishment of
a
number of new public corporations
and the reorganization of some existing
oncs,
a
major consolidation of the law
of
town and country planning, and
a
shorter statute on tribunals and
inquiries.

Emerging Ombudsman systems have
been based largely on the more recently
developed schemes in Denmark and
New Zealand, but the office in Finland
shares some unique features with the
older Swedish model, among them the
Ombudsman's powers to supervise
the courts,
as
well
as
administration;
the power to prosecute erring officials
including judges; the openness of files
to the press and public; and the much
greater use
of
his own initiative to
investigate cases and inspect ad-
ministrative agencies. Apart from
examining these many interesting
features
of
the Finnish system, the
author also reviews
its
history and
discusses the landmark cases that have
been influential in determining its
present form.
