Chief
Constables' Association
of
England and
Wales
Annual Conference
By
SIR
HERBERT
L.
DOWBIGGIN,
C.M.G.
Inspector-General of Police, Ceylon
AS a Police Officer serving abroad who enjoyed the great
rtprivilege
of attending the Conference of the Chief Con-
stables' Association, which was held at the Guildhall in the
City of London on the 15th, 16th, and 17th June,
it
has struck
me that a note on some of the subjects dealt with at the
Conference may be of interest to officers serving abroad.
To
the Chief Constables of England and Wales who were present
at the Conference, and to members of Police Forces in England
and Wales who have had the opportunity of reading the reports
published in the newspapers it will be of no value,
but
there
are many points in the subjects dealt with at the Conference
which might, through the medium of the
JOURNAL,
be
brought to the notice of members of Police Forces serving
abroad.
While on leave in England in the month of June, Iheard
that a Conference of Chief Constables was being held at
the Guildhall. Iventured to write to the Commissioner of
the City of London Police (Sir Hugh Turnbull) asking if it
would be possible for me to be present at the Conference.
In
reply I received from the President-elect, Mr. A. Killick
Mayall, O.B.E. (Chief Constable of Oldham), and from the
Honorary Secretary, Captain A. C. Dawson (Chief Constable
of Birkenhead), a most cordial invitation to attend the Con-
ference, and also the Annual Banquet of the Association.
The
Mayor, the Chairman and Members of the Watch Committee
of the County Borough of Oldham, also very kindly invited
me to the luncheon at which they entertained the members of
the Association and representatives of Police Authorities.
