STATISTICAL BACKGROUND TO THE INDUSTRIAL RELATIONS SCENE
The Labour
Market
Although there are signs that the rate
of
increase
of
UK unemployment may be slowing. the
emotive figure
of
3
million was breached in January. On a seasonally adjusted basis
unemployment has continued at
a
slow but steady rise. In February the Manpower Services
Commission's controversial draft corporate plan estimated the actual level
of
unemployment to
be about
4
million, and forecast that the registered long-term unemployed would pass the million
mark later in the year.
A
number
of
special employment schemes, notably
for
young workers (sec
below), are expected
to
reduce registered unemployment as they come into force.

Those looking for signs that the recession might have 'bottomed out' could draw some comfort
from the continued decline in the number
of
hours lost through short time working in
manufacturing industries (less than one third
of
its level a year ago), and in the slow increase in
the number
of
unfilled vacancies which crept up past its level twelve months ago.
