The
International
Institute
of
Administra-
tive
Sciences
will
organise
its
Xlth
Congress
at
Wiesbaden,
capital
of
the
Land
of
Hessen
(Federal
Republic
of
Germany),
in
the
ma-
gnificent
premises
of
the
Kurhaus,
from
30
August
to
3
September
1959.
Wiesbaden
is
near
the
international
airport
of
Rhine-Main
(Frankfurt),
which
is
the
most
important
in
Germany,
and
may
very
easily
be
reached
by
rail
or
by
road.

There
are
four
subjects
on
the
Agenda
of
the
Congress.
Two
subsidiary
meetings
will
also
be
held.

1.
Devolution
of
Powers
to
Autonomous
Institutions
including
prof essional
bo-
dies
and
universities
General
Rapporteur :
Mr.
Brian
Chapman
(United
Kingdom).
This
subject
has
already
appeared
on
the
Agendas
of
the
Round
Tables
organised
by
IIAS
at
Opatija
in
1957
and
at
Liege
in
1958.
The
general
report
will
make
use
of
the
essen-
tial
data
obtained
on
those
two
occasions
and
will
thoroughly
examine
devolution
of
powers
to
autonomous
institutions.
The
reasons
which,
at
Opatija,
led
to
the
adoption
of
the
term
« devolution
of
powers
(dévolution de
pouvoirs)
will,
among
other
things,
be
explain-
ed
in
an
introductory
note.
The
use
of
this
term
does
away
with
some
of
the
difficulties
which
arise
from
the
different
meanings
given
in
French
and
in
English
to
« decentralisa-
tion
».
The
principal
management
problems
of

One
chapter
of
the
report
will
be
devoted
to
general
trends
and
another
to
the
devolu-
tion
of
powers
of
management
and
of
powers
of
administration.
The
finishing
touches
will
be
put
to
the
re-
port
after
it
has
been
discussed
at
Wiesbaden,
and
it
will
be
published
in
the
form
of
a
book
prsenting
a
general
theory
of
devolution
of
powers.

The
purpose
of
the
study
is
to
draw
insti-
tutional
and
operational
comparisons,
so
as
to
deduce
general
principles
of
practical
interest.
It
is
understood
that,
in
conjunction
with
the
Ministry
of
Finance,
the
Treasury
and/or
the
Bureau
of
the
Budget,
if
any,
will
also
be
studied.
’rhe
study
will,
however,
be
conducted
in
an
essentially
descriptive
spirit
and
the
various
services
responsible
for
work
connected
with
finance
will
be
reviewed,
so
as
to
include
bud-
geting,
taxation,
treasury,
public
debt,
cur-
rency,
public
accounting,
State
property
and
supplies.

The
subject
includes
awards
and
incentives
of
all
kinds,
and
excludes
any
matters
directly
connected
with
human
relations.
The
general
report
will
not
be
limited
to
a
mere
description
of
the
methods
used,
but
will
describe
their
general
development
in
the
var-
ious
countries,
and
will
endeavour
to
make
a
general
estimate
of
the
experience
acquired.

Thus
subject
will
not
be
discussed
in
plenary
meetings.
Its
technical
side
was
examined

Wiesbaden,
the
various

social
problems,
which,
up
to
now,
have
only
been
touched
upon,
will
be
considered.

discussions
will
be
based
on
an
intro-
ductory
note
by
the
General
Rapporteur
