The
Committee
received
the
reports
pre- -
sented
by
the
Chairmen
of
the
Standing
Com-
mittees
and
the
Director
General’s
activity
re-
port.
The
latter
referred,
among
other
mat-
ters,
to
a
new
study
of
the
problems
of
access
by
the
citizen
to
information
held
by
public
authorities
which
would
be
undertaken
by
the
Ad
Hoc
Committee
on
Comparative
Adminis-
trative
Procedure
and
Processes
as
the
result
of
a
grant
from
Electricite
de
France.
The
programmes
of the
Working
Group
on
In-
formatics
and
Administration
and
the
Working
Group
on
Integrated
Budgeting
Systems,
which
were
organizing
conferences
at
Nice
on
11-13
April
and
at
Bonn
on
25-26
June
1973
res-
pectively,
were
also
described.
Mention
was
made
of
the
possibility
of
establishing
new
groups
and
of
a
special
meeting
which
could
lead
to
the
establishment
of
a
European
Group
of
Public
Administration
which
might
cooperate
with
IIAS.
The
Committee
welcomed
Mr.
Andr6s
Caso,
Chairman
of
the
Mexican
National
Section
who,
on
behalf
of
the
Organizing
Committee
of
the
XVIth
International
Congress
of
Ad-
ministrative
Sciences,
of
which
he
is
Chairman,
gave
details
of the
arrangements
which
had
been
made
for
the
Congress
to
be
held
at
Mexico
City.
The
date
fixed
was
22-26
July
1974..
The
Accounts
for
1972
presented
by
the
Treasurer
were
approved.
It
was
decided
that
the
two
Member
States
which
are
in
the
posi-
tion
provided
for
in
Article
36
of
the
Statutes
should
once
again
be reminded
of
their
unpaid
contributions.
National
Sections
in
the
same
position
would
also
be
reminded.
The
Committee
took
note
of
the
proposed
revision
of
the
Regulations
concerning
Member-
ship
Contributions
and
Subscriptions,
presented
by
the
Treasurer,
and
decided
that,
after
a
further
consultation,
the
question
should
be
placed
before
the
Council
of
Administration
at
its
next
session.
With
regard
to
the
Note
by
the
Director
General
on
the
Reorganization
of
IIAS,
the
Committee
decided,
after
thorough
discussion,
to
postpone
any
decision
until
its
thirty-eight
session.
It
requested
the
Ad
Hoc
Committee
on
the
Reorganization
of
IIAS,
set
up
in
1972
to
study
the
matter,
to
reconsider
its
con-
clusions,
particularly
with
regard
to
the
Stand-
ing
Committees.
Mr.
T.J.
Barrington
and
Mr.
A.R.
Brewer-Carias
were
asked
to
sit
on
the
Ad
Hoc
Committee.
The
Committee
confirmed
the
appointment
of
Mr.
Edmond
Jorion
(Belgium)
as
a
member
of the
Ad
Hoc
Committee
on
Comparative
Administrative
Procedure
and
Processes
in
re-
placement
of
the
late
Mr.
Henri
Buch.
Working
Group
on
Information
and
Administration
Nice
Colloquium,
11-13
April
1973
The
Colloquium
marked
an
important
stage
in
the
Group’s
work,
which
has
been
referred
to
in
our
Nos.2/1972,
page
225,
and
4/1972,
page
455,
and
fulfilled
all
its
promises.
The
participants,
who
represented
20
countries
and
6
international
organizations
determined
the
lines
on
which
research
and
investigations
in
progress
should
be
conducted.
Part
of
the
work
would
be
completed
at
the
XVIth
Inter-
national
Congress
of
Administrative
Sciences
to
be
held
at
Mexico
City
in
July
1974.
