Working Groups
After our statutory meetings at the Institute in March, we moved towards preparing
for our major meetings of the summer and the autumn. The Institute was well
represented at the annual meeting of the UNDESA Committee of Experts in public
administration that meets annually in New York under Guido Bertucci’s leadership.
The Director General was there as were Barbara Kudrycka and Werner Jann,
Geraldine Fraser-Moleketi and the rapporteur of our new Working Group on
Administering Global Governance, Demitri Argyriades. This new group held its
second meeting, as befits a group looking at global governance issues, in the United
Nations offices of UNDESA by the East River. Other Working Groups that met in the
period included those dealing with the History of Public Administration chaired by
Fabio Rugge, who met in Konstanz, and the Working Group chaired by Chris
de Cooker of the ESA who met in the Watergate Hotel in Washington to discuss
ethical/legal issues in international organizations. No remarks possible I think.
Consultancy
In London in May the Institute ran, for the first time, a training programme for the UK
DFID about how ‘francophone’ systems of government work and the conceptual
apparatus that underlies them. Helping us do this were Fabienne Maron of our
scientific staff, Maximin Emagna, a consultant from Cameroon and Dirk Beke from
Ghent University. It was a considerable success, although enabling ‘Anglo-Saxons’ to
comprehend the full meanings of l’état is not straightforward.
Seoul and Ljubljana
The forthcoming conferences in Seoul and Ljubljana have been a major focus. Ms
Hyunju Han has been seconded to the Institute by the KIPA of Korea to help us
