Congress
of
Administrative
Sciences
At
the
invitation
of
the
Spanish
Government
and
under
the
Presidency
of
Honour
of
His
Majesty
the
King
of
Spain,
the
International
Institute
of
Administrative
Sciences
will
hold
its
XVIIIth
Congress
at
Madrid,
from
30
June
to
4
July
1980,
in
the
Melia
Castilla
Hotel.
The
Congress
will
commemorate
the
Fiftieth
Anniversary
of
the Institute
which
was
founded
in
the
same
City
in
1930.
It
will
be
honoured
by
the
participation
of
representatives
accredited
by
the
Governments
of
most
Member
States
of
the
United
Nations
and
by
the
principal
international
organizations.
Agenda
The
theme
of
the
Congress
is :
&dquo; Responses
of
Public
Administration
to
the
Challenges
of
Contemporary
Societies &dquo;.
Its
main
purpose
is
to
study
the
major
administrative
problems
which
are
arising
at
the
end
of
the
twentieth
century
in
the
industrialized,
socialist,
and
dev-
eloping
countries,
as
also
in
international
or-
ganizations.
The
Congress
is
being
held
short-
ly
before
international
conferences
on
the
establishment
of
a
New
International
Econo-
mic,
Social
and
Cultural
Order
and
on
the
Strategy
for
the
coming
Development
Decade.
The
Institute’s
research
Committees
were
en-
trusted
with
the
preparation
of the
subjects,
the
programme
of
work,
and
the
organization
of
the
meetings.
The
arrangements
were
made
at
a
Round
Table
held
at
Liege
from
26
to
29
March
1979
and
at
sessions
of
an
ad hoc
Coordinating
Committee.
The
theme
of
the
Congress
will
be
examined
under
four
subject
headings :
1.
The
Significance
of
the
Rule
of
Law
’n
Modern
Administration,
by
the
Law
and
3cience
of
Public
Administration
Committee.

into
account
change
in
public

the
diversification
of
its
activities

Political
Control
of
Govern-
ment
Departments
and
other
Public
Agencies,
by
the
Administrative
Structures
and
Manage-
ment
Committee.

Consideration
will
be
focused
on
the
manner
in
which
political
control
or
that
of
the

ensured

what
results

the

the
different
kinds
of
autonomous
agencies
or
public
enterprises.

Characteristics

Public

The
analysis
will
be
centred
on
various
fea-
tures

the
innovations
necessary

personnel
administration

meet
the
needs

aspira-
tions
of
society.
The
discussion
should
reveal
the
variety
or
similarities
of
problems
and
trends
throughout
the
world.
The
future
of
the
international
civil
service
will
also
be
dis-
cussed.
4.
The
Development
of
Planning
Techni-
ques
in
Administrative
Systems,
by
the
Planning
and
Forecasting
Committee.

General
Rapporteur:
Mr.
M.J.
Letowski,
of
Poland.
Several
topics
have been
adopted
for
study:
the
political,
social
and
cultural
environment;
and
legal,
practical
and
technical
aspects
of
the
implementation
of
plans,
with
special
re-
ference
to
administrative
forecasting.
More-
over,
the
Committee
will
present
a
progress
report
on
an
IIAS
inquiry
into
implications
of
a
New
International
Economic
Order.
