While we can now see the beginning of springtime and enjoy the first rays of sun-
shine, the members of our Institute have been questioning, over the course of the
first two quarters of 2010, the role of Public Administration in a time of crisis.
The financial and economic crisis, the political crisis, the fall of governments, natural
catastrophes — all have marked the first months of this year, worsening the already
bad climate that had characterised 2009. Let us remember the airline accident that
cost the life of the Polish President and numerous highly-placed dignitaries of the
Polish government. This dramatic fact placed Polish public administration before a
multitude of challenges, including a vacancy of power and the continuity of public
action. The beginning of 2010 was also marked by violent earthquakes in Haiti, China
and, yet again, in Brazil. Recently, the volcano became active under Eyjafjallajökull
glacier in Iceland, provoking chaos in the air space of Europe as winds pushed a cloud
of volcanic ash towards the continent.
It is in this tumultuous context that the IIAS Director General took part in the ASPA
Annual Conference in San José, California from 9 to 13 April 2010. Presentations
centred on the theme: Invigorating Public Services for Change. An IIA S panel was
chaired by its Director General on the theme: Current State and Trends in Public
Service Professionalism Worldwide.
From 19 to 23 March 2010, the 9th Session of the Committee of Experts on Public
Administration (CEPA) took place at United Nations Headquarters in New York City.
This meeting was organised by the Division for Public Administration and Development
Management/UND ESA and had as its theme: Challenges to and Opportunities for
Public Administration in the Context of the Financial and Economic Crisis. The IIAS
is an official observer and was represented by the Executive Secretary of IASIA. In
addition, other IIAS and IASIA members took part in this meeting in their role as
observers.
Rolet Loretan also participated in the NISPAcee Annual Conference (The Network
of Institutes and Schools of PA in Central and Eastern Europe) which took place
in Warsaw from 12 to 14 May 2010. The Annual Conference theme was centred
