The spring of 2003 at the Institute was dominated as usual by the need to prepare
for our statutory meetings in Brussels: meetings at which our Executive Com-
mittee takes the strategic decisions about our future direction. It is also the time
when the Management Board of our Association meets.
Statutory meetings
In March the Executive Committee decided to commit the Institute to hold its
2004 meeting in Seoul, at the invitation of the Government of Korea. The
Rapporteur-General that the Executive Committee asked the Director General to
approach is Mr Long Yong-tu, the Secretary general of the BOAO Forum and
until recently Vice-Minister in the MOFTEC in China. We are honoured that he
has agreed to serve and to develop the theme of e-governance with us. Please alert
your diary secretary to the need to keep 14–18 July (as it happens the same dates
as this year) for 2004 clear. Korea will do an excellent job. Although I doubt the
streets will be filled with people as for the FIFA World Cup in Japan in 2002, we
shall use the Coex Conference Centre from where the massive media coverage
emerged. The Executive Committee also decided to explore further the need to
refresh the fees structure of the IIAS to reflect changing times and, at least in
Europe, where we are based, continuing inflation. The new Administering Global
Governance working group was discussed as was the membership of our commit-
tees. Mr Carrillo Castro from Mexico was nominated to join our Research
Advisory Council.

During this period we also held the Second Braibant Lecture, delivered by Klaus
Konig, the world-renowned German scholar, its subject ‘The Typology of Public
