The International Institute of Administrative Sciences (IIAS) is finishing the year 2023
with the following priorities: statutory reform, preparation of the IIAS-KSG Mombasa
Conference 2024 and supporting the transition at the International Review of
Administrative Sciences.
Statutory reform
The IIAS is an old association, due to celebrate its hundredth anniversary in 2030. Since
its inception, it has gone through three major interrelated evolutions. First, it internatio-
nalized, welcoming institutions of newly independent countries to arguably become
today the most inclusive learned society in public administration in the world. Second,
it academicized, following the outsourcing of public administration policy designs to
schools of government and universities. Third, also to reflect these changes internally,
it federalized, with two internal associations emerging within itself: the International
Association of Schools and Institutes of Administration (IASIA) and the European
Group of Public Administration (EGPA). The governance of the IIAS has only incremen-
tally evolved to try to mirror these developments. Its system of governance has come to
resemble that of its host country, Belgium, whose high degree of formal complexity
creates higher needs for coordination fulfilled by cross-cutting coalitions.
On the legal front, the Belgian legislator has requested all non-government organiza-
tions (NGOs) registered in Belgium to adopt new statutes by the end of 2023. In the case
of international NGOs such as the IIAS, the law deregulates the governance while
