DECLARATION ON THE POLICE
In
our
last issue we gave full details of a report to the Council of
Europe by Mr.
John
Watkinson,
M.P.,
then the "Rapporteur"of the
Legal Affairs Committee of the Council. At the end of
that
report
(pages 126/139) we reported
that
the debate had been adjourned
owing to lack of a quorum. In the interim, Mr. Watkinson lost his
seat at the General Election.
When the Council resumed, it found itself in some disarray,
particularly having no "Rapporteur" for this item. After aday's
adjournment
with again no
quorum,
Mr. W. Percy Grieve Q.c.,
M.P.,
aRecorder since 1965, emerged as the new
Chairman
of the
Legal Affairs Committee
and
the previous Chairman, Monsieur
Georges Margue of Luxembourg, became the new "Rapporteur".
With the new
Chairman
expressing something less
than
enthusiasm,
the debate after several further attempts to refer the
matter
back to
the Committee proceeded. We reprint the subsequent proceedings
verbatim

The
Assembly began consideration of the amendments on the
draft
resolution and draft recommendation presented by the Legal
Affairs Committee, Doc. 4212.
The
President was requested, by more
than
five Representatives,
under
Rule 37 (3) of the Rules of Procedure to ascertain the
number
of those present.

No
quorum
being present, the voting was postponed until afurther
sitting.

POLICE
The
President made astatement on the votes on the declaration
on the police (Doc. 4212).
The
Assembly proceeded to examinethe
draft
resolution
and
draft
recommendation presented by the Legal Affairs Committee, Doc.
4212, and the amendments to the
draft
resolution.
Mr. Rendis moved, in accordance with Rule 33,
that
the report be
referred back to
the
Legal Affairs Committee.
