EDITOR'S NOTES
WEare
greatly honoured at being able to publish simultaneously with this
number a Special Supplement on Land Tenure (price Is. 6d.) to which the
Secretary of State has contributed a foreword and which includes articles by Lord
Hailey and Dr. Meek. Land tenure is everywhere a complex subject, and nowhere
more so than inAfrica wherecustoms are so varied and where great economic and
social changes are leaving their mark upon traditional forms. We hope that the
articles which have been specially written by their authors for this Supplement
will help to clarify the true nature and meaning of the land tenure problem in Africa,
and will assist in creating a better understanding of the issues which are at stake.
In addition to the Supplement there is a long and fascinating study in this
number of the Journal of trends and problems of African Land Tenure in Kenya.
Surveying, as it does, many of the aspects of the problem covered in general terms
in the Supplement in their application to the particular territory of Kenya, Mr.
Hennings' article provides an interesting complement to them. We should
greatly welcome similar articles from other African Territories.
The
local government supplement issued with this number completes the
survey of the development of localgovernment in the African territories since 1947.
The
first of these supplements was published with the January 1952 number.
The
African Studies Branch is much indebted for help in compiling the Nigerian
sections to officers of all three Regions, and in compiling the Gold Coast section
to the Ministry of Local Government, which provided the information. .
No Cambridge Summer Conference on African Administration was held in
1952, owing to the African Education Conference, some account of which we hope
to include in our next number.
It
is however expected that an African Admin-
istration Conference will be held as usual in 1953, and the subject provisionally

is Rural Economic Development. Further particulars will be sent to
Afncan governments before the end of the year.
