At the end of last year
I
completed seven years
as
Honorary Editor.
This was the period for which
I
was originally appointed, and as it drew
to its close the Executive Council wisely took the opportunity to have
a
look at future arrangements. They kindly expressed their confidence in
me by asking whether
I
was prepared to continue with my work
on
behalf
of the journal, but at the same time gave me the chance to review the
position and to make such suggestions for changes
as
might be indicated
by the experience of the past seven years,
When
I
came to think about the future
I
had little difficulty in reaching
two conclusions. One was that the burden of work involved in the
editorship has grown to such an extent that
it
has become difficult for
one person to do full justice
to
the job, given that he is likely to have many
other commitments besides. The other was that there are perhaps distinct
disadvantages in the journal being identified too closely and for too long
with
a
single individual. Both considerations persuaded me that
if
I
was
to
go
on in the editorship €or some time longer, it would be desirable to
bring somebody else in as
a
partner and associate. Such a solution would
ease the workload and bring new ideas and impulses
to
the task of editing
the journal. Accordingly
I
suggested to the Executive Council that
I
was
prepared to go on
as
Editor for
a
while, but that
I
would like them to
consider the appointment of an Associate Editor. The Executive Council
responded sympathetically
to
this proposal and decided
to
support it.
I
am now glad
to
be able to tell readers that Mr.Michae1 Lee of Birkbeck
College, London, has agreed to join me
as
Associate Editor.
Some
of
you will know him personally and many more will be familiar
with his writings. These have covered a wide range
of
administrative and
political problems both in this country and in relation to former colonial
territories. He has many years
of
academic experience behind him, but he
has too some direct experience of British administration as
a
result of
spending
a
couple
of
years in the Treasury on secondment. In addition he
is familiar with the problems of editing
a
journal in virtue
of
several years
as Assistant Editor of the
Journal
of
Commonwealth
Political
Studies.
I
am
sure that the Institute is very fortunate to secure his services and that he
will bring valuable new ideas to the development and running
of
Public
Administration.
