As
far as the top-bottom differentials in the Civil Service are concerned, Tanzania, Egypt,
Ghana and Morocco, have narrowed the gap to levels approaching those prevailing in more
industrialized countries, Nigeria and Sudan are
in
the intermediate position and Kenya’s

differential is regarded among the highest in the world.
It is also interesting to note that of the seven countries covered in the study, Kenya, Nigeria,
Ghana and Sudan, which had historical connections with Britain, have not attempted
to
alter
fundamentally the inherited salary structure. Conversely,
of
the seven countries studied, only
Tanzania has experienced cuts in top civil service salaries, a leadership code, progressive
income tax and tight control over parastatals remuneration. The impact
of
the multinational
corporations is least in Tanzania.
The relevance of
A
World
of
Diflerentials
can hardly be over-emphasized.
it
is certainly
most useful in the area
of
income policy determination, especially in the public sector.
However
a
more egalitarian policy determination for an entire economy
or
polity will go
beyond the findings of the authors.
A
more comprehensive study covering both the public and private sectors is undoubtedly a
necessity before
a
relevant egalitarian income policy can be determined.
Regia and his co-authors have made
a
very impressive start towards this objective.
