In D
ıaz Tolosa 2016, an error has been identif‌ied in the published version.
On page 119, points number 3, 4 and 5 under Conclusions section were erroneously replaced by
the same wordings in points 3, 4 and 5 under Notes section, and should be corrected as follows:
3. There is a critical need for an act that provides stable support for a migration policy based on a
human rights approach. This act, to function as an effective protection instrument, should not only
address the social rights of migrants (such as healthcare and education). It must also consider other
specif‌ic issues in order to make a new consolidated text able to focus attention in a systematic way
on migrants as a specif‌ic vulnerable social group, as well as to make the tasks of the relevant advo-
cacy bodies easier.
4. Reviewing UN Human Rights Bodies recommendations should contribute to revealing the con-
crete international standards for the human rights of migrants that should be considered: issues sur-
rounding discrimination, racism and/or xenophobia; abusive labour conditions; protection in cases
of detention; situations that impact the most vulnerable groups of migrants, such as those with an
irregular status, and women and children; judicial mechanisms for the defence of migrants; man-
dates training for law enforcement off‌icers to fully respect the rights of migrants and the creation
of information systems not only for migrants but also for nationals of the host state in such a way
as to advance education and a culture of tolerance.
5. It is necessary to create specialized national and governmental institutions that promote and col-
laborate from a central perspective to achieve a real and effective reinforcement of the protec-
tion of the rights of migrants in Chile in order to combat the disinformation, vulnerability, and
abuse of migrants. This is due to the normative dispersion and the multiplicity of associations
within the civil society. We recognize that the government initiative to create specialized Councils
should be helpful, but it is necessary to make them off‌icial and present in the new act, since they
would not be suff‌icient of themselves; and an institution that guarantees the practical and effective
application of such act is also necessary.
