Football fans bus rule wasn't necessary here

Calling it "Guidelines for taking passengers to sporting events in Scotland consultation document", it quickly became clear that it was a cack-handed attempt to attack football supporters in particular and introduce rules that have been applied to supporters buses in England and Wales - though it isn't clear whether they were necessary even there

The Westminster government introduced the Internal Market Act as a way to prevent devolved governments doing anything differently to how things are done in England or, as it seems from the Deposit Return Scheme, to even do things that need to be done before England's government was ready to do the same.

But this proposal shows that they will try to interfere even beyond things that might come under that vexatious act.

It's ironic that it took something like this proposed consultation on football supporters buses to bring this type of interference to a head locally and throughout Scotland.
