PREFACE
Guest Editors' Preface
This special issue of Public Administration and Development emerged
from discussions among senior staff of the Health Policy Plus project
and colleagues in the Global Health Bureau, US Agency for Interna-
tional Development (USAID). Our exchanges focused on the links
among stewardship, governance, effective health systems, and health
outcomes. The deliberations led to a decision to issue a call for papers
on examples of these links with an emphasis on clarifying the elements
and dynamics of stewardship. We, the guest editors, reviewed the
submissions, and worked with the authors whose proposals were
selected. All the papers were blind reviewed by external referees.
We thank the contributors for their efforts in drafting their articles,
responding to reviewer and guest editor comments, and preparing
their final versions. Our thanks go also to our external referees for
their helpful feedback. We acknowledge encouragement and support
from USAID's Linda Cahaelen, health development officer and agree-
ment officer's representative for Health Policy Plus in the Office of
Population and Reproductive Health, and Palladium's Suneeta Sharma,
health practice vice president and director of Health Policy Plus.
Finally, we recognize Jose Puppim de Oliveira, editorinchief of Public
Administration and Development for his support for this special issue.
