tional conference which would evaluate the re-
sults of the joint study and make recommenda-
tions for the improvement of the communica-
tion situation of migrant workers. The partici-
pants in the conference would be a mixture of
researchers and representatives of governmental
immigrant authorities, immigrant organiza-
tions, mass media institutions, trade unions and
respective non-governmental bodies. A group
consisting of the following

nated for the preparation of that conference:

The Youth Red Cross operates in the knowledge
that the first vocation of youth
is
to bring about
good relations and serve as a bond and channel
of communication between various peoples and
cultures. In order to meet the needs which it has
identified among Emigrant Youth, the Youth
Red Cross organized an international co-opera-
tion seminar which was held from
25
to
31
May
1985 at Casteldefels (Barcelona). The object
of
this seminar was to analyse the contribution of
the Youth Red Cross to the integration of Emi-
grant Youth, through the Youth Departments of
the respective National Societies. In the analysis
of
the Red Cross contribution attention was
given to the following aspects: (a) problems of
the second generation of emigrant youth in the
host country, and upon return to the country of
origin
;
(b) measures to ensure that certain crite-
ria in respect of human rights and certain huma-
nitarian considerations are respected by govern-
ments in their emigration policy-making; grou-
ping together these essential criteria
;
(c) the
Youth Red Cross’ mission of contributing to the
establishment of a climate of tolerance and mu-
tual respect for other cultures; (d) the effective-
ness of Red Cross emergency aid in bringing
about respect and recognition of the rights of
emigrants.
The Seminar also resolved to establish a Plan
of
Action for the 1985- 1995 decade, and to work
out a means of financing the programmes per-
taining hereto. The work methodology was de-
termined in the Plenary Session and in Commit-
tee. Each topic was introduced by a Rapporteur
and was further elaborated upon through debate
and the submission of concrete suggestions for
the Plan of Action. Among the hundred
or
so
documents submitted, including reports and
backup material, the following ones are of par-
ticular interest
