SERVANTS
Important
measures
were
taken
by
the
Royal
Orders
of
16
February
and
26
July
1951
for
the
more
efficient
organization
of
the
training
of
young
civil
servants
during
the
probationary
period
and
for
the
training
of
established
officials.
The
measures
apply
to
civil
servants
of
the
first
category
of
ap-
proximately
5,900
officers
in
the
Belgian
Civil
Service,
regardless
of
whether
their
duties
are
purely
administrative
or
special-
ized.
A
Training
Commission
has
been
estab-
lished.
It
comprises
the
Permanent
Secret-
ary
for
Recruitment,
two
Secretaries
General,
the
Director
General
of
Training
and
two
members
who
are
appointed
by
the
Minister
of
the
Interior
and
of
the
Civil
Service
from
outside
the
Civil
Service.
The
Director
General
of
Training
( Maître
gingral
des
stages)
whose
position
is
a
new
one
in
the
Belgian
administrative
organiza-
tion
is
a
civil
servant
of
the
grade
of
director
general
appointed
by
the
King
for
a
period
of
five
years
and
eligible
for
reappointment.
He
is
responsible
for
the
organization
and
supervision
of
the
initial
and
further
train-
ing
courses.
Moreover,
in
each
ministerial
department,
there
is
a
Director
of
Training,
answerable
to
the
Secretary
General
of
his
ministry,
who
works
in
close
co-operation
with
the
Director
General
of
Training.
The
directors of
training
are
appointed
by
the
ministers
of
the
departments
concerned
from
three
lists
drawn
up
by
the
Boards
(Conseils
de
direction).
Their
appointment,
initially
for
one
year,
may
only
be
extended
with
the
approval
of
the
Training
Commission.
The
recruitment
and
training
of
civil
servants
of
the
first
category
will,
in
future,
take
place
as
follows :
