MOROCCO
CAFRAD
The
basic
purpose
of
the
African
Centre
for
Training
and
Research
in
Development
Administration
(CAFRAD),
Tangier,
is
to
study
and
to
encourage
Africans
to
study
the
administrative
problems
now
facing
Africa.
Origins.
-
The
Tangier
Centre
is
the
outcome
of
a
Moroccan
proposal
supported
in
the
General
Conference
of
Unesco
by
ten
African
States
representing
the
larger
areas
of
that
continent.
It
has
consequently,
from
the
start,
received
the
decisive
support
of
the
Moroccan
Government
and
of
international
organizations.
It
was
officially
instituted
under
an
agreement
of
13
May
1964
between
Morocco
and
Unesco,
and
its
Council
met
for
the
first
time
in
July
1964
to
determine
its
precise
aims
and
general
organizational
struc-
ture.
Aims.
-
African
administration
has
fea-
tures
of
its
own
arising
from
various
legacies
.of
the
past
and from
compelling
needs
due
to
peculiar
natural
and
human
conditions.
Too
frequently,
the
vast
patchwork
of
African
ideas
and
experience
is
ignored,
and
admin-
istrative
questions
examined
with
one-track
reference
to
the
former
metropolitan
coun-
tries.
Each
State
carries
on
its
own
ventures,
without
considering
what
is
being
done
next
door,
and
wastes
time
and
money
in
going
over
the
same
ground
as
its
neighbour.
The
work
undertaken
by
the
Tangier
Centre
is
intended
systematically
to
inquire
into
what
is
being
done
in
Africa
in
the
field
of
public
administration,
to
collect
and
com-
pare
experiences
and
draw
lessons
from
them,
and
to
make
the
information
assembled
gen-.
erally
available.
Means.
-
To
do
this,
the
Centre
relies
on
a
nucleus
of
permanent
highly-qualified.
re-
search
workers
supplied
by
the
international
