INTERNSHIPS
At
the
request
of
the
Belgian
Government,
the
International
Institute
of
Administrative
Sciences
has
accepted
some
twenty
higher-
grade
former
civil
servants
of
the
Belgian
Administration
in
Africa
for
a
period
of
training.
The
essential
aim
is,
during
six
months’
internship,
to
provide
particularly
well
quali-
fied
university
graduates
with
additional
in-
formation
likely
to
be
valuable
for
teaching,
training
or
technical
assistance
missions.
Some
further
indications
concerning
the
principles
on
which
the
internships
were
organized
may
be
of interest
to
our
readers.
Basic
Approach
The
general
training
is
the
outcome
of
four
main
considerations :
1.
An
expert
in
public
administration
should
not
only
be
thoroughly
familiar
with
the
techniques
and
theories
applied
in
his
own
country,
but
should
also
be
as
fully
in-
formed
as
possible
of
the
principles
accept-
ed
abroad.
2.
An
expert
in
public
administration
on
duty
in
a
country
in
the
process
of
develop-
ment
can
no
longer
be
content
with
pro-
posing
a
solution
copied,
or
at
best
adapt-
ed,
from
that
used
in
his
home
country.
3.
An
expert
must
make
allowance
in
his
work
for
existing
circumstances,
whether
they
are
the
outcome
of
national
tradi-
tions,
or
have
been
influenced
by
foreign
customs
introduced
by
a
former
colonial
administration,
or
are
due
to
bilateral
or
multilateral
technical
assistance
agree-
ments.
4.
In
many
situations,
it
is
no
longer
enough
to
say
what
ought
to
be
done.
The
expert
must
also
be
able
to
implement
his
pro-
posals
and
to
train
personnel
to
carry on
the
work
he
has
started.
