BOTSWANA
Mr.
A.
Major,
United
Nations
OPEX
expert
serving
as
Commissioner
of
Commerce
and
Industry
in
Botswana,
has
discussed
with
the
United
Nations
Public
Administration
Division
the
possibilities
of
further
assistance
from
the
Division
in
the
fields
of
management
of
public
enterprises
and
training
of
trainers.
COLOMBO
PLAN
The
report
on
Technical
Co-operation
under
the
Colombo
Plan
for
the
year
1
July
1971
to
30
June
1972
shows
that
the
main
areas
of
co-operation
have been
the
provision
of
places
for
students
and
internships
abroad;
the
services
of
experts
and
advisers;
and
the
sup-
ply
of
specialized
equipment.
In
1971
a
re-
cord
number
of
8,294
new
training
and
student
awards
were
made.
They
were
largely
con-
tributed
by
the
United
States,
Australia,
Japan,
and
Britain,
while
the
countries
which
mainly
benefited
were
South
Vietnam,
Thailand,
In-
dia,
and
Indonesia.
In
1971
public
administration
became
the
major
field
of
training
and
study,
followed
by
agriculture
and
education.
COSTA
RICA
Mr.
V.V.
Ramanadham,
United
Nations
In-
terregional
Adviser
in
Public
Enterprises
and
Regulatory
Administration,
spent
a
short
pe-
riod
in
Costa
Rica
to
assist
the
Instituto
Cen-
troamericano
de
Administraci6n
Public
(ICAP)
in
developing
training
activities
in
pub-
lic
enterprises
and
in
organizing
specific
man-
agement
exercises
for
use
in
ICAP
courses.

Mr.
Arvids
Kalnins
has
completed
his
five-
year
mission
during
which
he
carried
out
a
number
of
studies
designed
to
improve
the
system
of
local
government
administration
and
finance
in
the
country.
One
of
his
most
im-
portant
tasks
was
to
advise
the
Government
on
the
establishment
of
the
Institute
for
Muni-
cipal
Improvement
and
Training
(IFAM).
By
his
research
in
Costa
Rica
and
a
comparative
study
of
similar
institutions
in
Latin
America
he
contributed
to
laying
the
foundations
of
the
Institute.
ETHIOPIA
Mr.
D.
Bartlett,
United
Nations
Expert
in
Local
Government,
has
completed
his
four-
year
mission
in
Ethiopia.
In
co-operation
with
the
Ministry
of
the
Interior,
he
assisted
in
drafting
a
new
local
government
law
and
fi-
nancial
and
personnel
regulations.
