At
the
request

was
invited
to
participate
in
the
or-
ganizing
and
planning
of
the
Seminar
on
Bud-
get
Administration
and
Public
Administration
held
in
Buenos
Aires.
BAHAMAS
Mr.
Benet
L.
Jacobs
(United
Kingdom),
who
was
assigned
as
an
adviser
to
the
Government,
has
completed
a
study
on
training
and
manage-
ment
improvement
needs.
The
report
is
being
submitted
to
the
Government
for
its
approval
and
implementation
of
the
proposals.
Among
other
things,
the
report
recommends
that
pub-
lic
administration
experts
should
be
invited
to
advise
on
measures
for
the
improvement
of
the
Civil
Service.
BURUNDI
The
National
School
of
Administration
has
established
a
new
section
for
training
clerical
staff
and
stenographers.
Mr.
Humel,
United
Nations
expert,
is
in
charge
of
the
programme.
Mr.
Claude
Pereira,
Director
of
the
School,
has
been
appointed
a
member
of
the
Govern-
ment’s
Constitution
Commission.
COLOMBIA
Under
a
recent
law,
the
President
of
the
Republic
has
been
given
extraordinary
powers
to
undertake
a
large-scale
administrative
re-
form
programme.
The
Secretariat
for
Public
Administration
Organization
and
Inspection
has
been
reorganized
to
become
the
primary
tool
for
the
reform.
Additional
technical
as-
sistance
may
be
sought
for
carrying
out
the
entire
programme.

mutual
assistance
in

ad-
ministration
continues
between
the countries
