I. LOCAL GOVERNMENT.
GOLD
COAST. The Northern Territories Council Ordinance,
No.3
of 1952.
The original Council constituted under the Native Authorities (Northern
Territories) Ordinances consisted of representatives of native authorities. Under
the new Local Government Ordinance these native authorities are replaced by
District, Urban and Local Councils and this Ordinance reconstitutes the Northern
Territories Council on the basis of representation of the new councils.
KENYA.
Local Government (Rating) (Amendment) Ordinance, No. 19
of
1952.
Extends the period from twelve to eighteen months in which to compile the
valuation roll as the shorter period has been found insufficientfor the preparation of
the roll in the larger municipalities.
NIGERIA.
Lagos Local Government (Amendment) Ordinance,
No.3
of
1952.
Relieves the Lagos Town Council of the responsibility for maintaining trunk
roads within the town of Lagos, but preserves the obligation of the Council to
keep clean those sections which lie within its area. The Ordinance also gives effect
to the recommendations of the Revenue Allocation Commission that revenues
from liquor licensing and licensing of motor vehicles and drivers within Lagos
should become part of Regional revenue instead of being paid to the Town Council.
(Eastern Region). Native Authority (Borrowing Powers) Law,
No.2
of 1952.
Enables a native authority to raise loans in Nigeria secured upon the property
and revenues of the authority.
The
amount, source and conditions of the loans have
to be approved by the Lieutenant-Governor in Council.
If
there is any default in
the repayment of the loan within three months after a demand has been served on
the native authority, the Lieutenant-Governor in Council may order that a rate be
levied and collected from the ratepayers of the area of the authority. He may also
order the sale of any property, including land, on which the loan is secured.
(Northern Region). Native Authority (Borrowing Powers) Law, No. 2
of
1952.
Enables a native authority, with the consent of the Lieutenant-Governor, to
raise loans in Nigeria for acquiring land, erecting buildings, and carrying out
permanent work which the native authority is empowered to undertake. Loans
are to be secured upon the property revenues of the authority and to be repaid by
equal yearly, half-yearly or quarterly instalments over a period not exceeding
twenty years.
