The
present report points
out
that
this has tended to produce permanent
holdings which are too small to be viable and has thereby done much to
perpetuate
the
problem
and
to bring it to its present state.
The remedies which
the
report recommends are of no less interest
than
the
analysis upon which
they
are based.
They
make very significant reading
when set beside those of
the
recent
East
African Royal Commission report.
It
is
not
possible to outline
them
in this brief review
and
in
any
case they can
only be properly understood in
the
specific context in which they are intended
to apply.
But
it is hoped
that
enough has been said to indicate how interesting
and
instructive this report will prove to all those engaged on
the
task of restoring,
or of reforming,
the
economy of undeveloped areas. L. B.
LEGISLATION
LAND.
NYASALAND.
Acquisition of
Land
for Public Purposes
Ordinance, No. 44 of 1954.
Amends
the
principal ordinance, No. 19 of 1948, so as to provide
that
where
lands are required for public purposes, in
the
event of lack of agreement con-
cerning
the
consideration, the parties shall be able to refer
the
matter
to the
High Court for assessment. .
A new section is added to the principal ordinance providing for an appeal
from
the
High Court's decision to
the
Rhodesia and Nyasaland Court of Appeal.
The provision in the principal ordinance preventing land being bought for
public purposes by
the
use of a
grant
other
than
from
the
public revenue
or a municipal fund is removed.
Certain amendments
and
corrections are made in the schedule of the principal
ordinance.
LOCAL
GOVERNMENT.

COAST.
Northern Territories Council (Amendment) Ordinance, No. ;/ of 1955.
Brings
the
principal ordinance, No. 3 of 1952,
into
retrospective effect
from
the
date
of publication in March, 1952. Provides for
the
incorporation
of
the
Northern Territories Council as a body corporate with perpetual succes-
sion
and
a common seal
and
establishes
the
manner in which
the
Seal may
be used.
KENYA.
Local Government Loans (Amendment) Ordinance,
No.9
of 1955.
Introduces several amendments
into
the
schedule to
the
principal
ordinan~e,
No.9
or 1953, in order to facilitate
the
raising of loans by
the
Nairobi CIty
Council.
Provides
the
retrospective effect of these amendments from
the
date
of
the
enactment of
the
principal ordinance.
