LETTER TO THE EDITOR
Dear Sir,
I am a postgraduate student at Lancaster University. My current research
comprises the study of how the law responds to contract killers. This
involves an analysis
of
the various responses of the Criminal Justice
systems and penal policy to contract killings.
In order to achieve a balanced perspective Irequire information from
all actors involved in the Criminal Justice system. Thus, it would be most
appreciated if my questions were published in The Police Journal, in order
that I may invite a response and receive correspondence from police
representatives. If anonymity is preferred by the representatives, this poses
no problem.
Yours,
Jacqueline Connelly-Bainbrige
Questions
1. How do the police classify/categorize acontract killing?
For example, what ingredients are necessary to constitute this "type"?
2. What happens if the police are informed that a certain person is an
intended victim
of
acontract killing?
Which section of the police service becomes involved?
3.. Are there procedures for undercover policing in the context
of
communications with a conspirator/informer to a contract killing?
4. Is it usual for an application for bail to be made by those suspected of
being contract killers?
What factors are considered when deciding whether to uphold or contest
an application for bail in this context?
5. Are there any similarities/differences in the policing of a contract killer
as opposed to a serial killer or a terrorist?
6. What role does Forensic Psychiatry play in this context?
