The east Yorkshire port city, often voted one of the worst places to live in the UK, was also attacked in World War II.
Prof Mykola Trofymenko, of Mariupol State University, said: "Hull is a great example for Mariupol because our maps are similar. The background is similar. Mariupol is an industrial city and Hull was almost destroyed by Nazi bombing."
